Stem Cell Therapy and Regenerative Medicine Clinics in New York, NY
New York regulates the tissue itself. A state policy in effect since January 2022 says most human cell and tissue products need a Department of Health tissue bank license to be distributed or clinically used in the state, and umbilical cord products need FDA documentation before that license will list them. That gives a New York patient a direct question: if this is a donor product, may I see the state license? The four practices below range from an academic center at NYU to private surgeons and a multi-borough pain group.

New York’s Tissue Rule
The state Tissue Resources Program’s policy, effective January 21, 2022, says “distribution of most HCT/Ps to New York State, and clinical use of HCT/Ps in New York State, requires a Department-issued tissue bank license.” A tissue bank, including a transplantation facility, may not distribute or transplant umbilical cord tissue in New York without a license listing it. Licensing there depends on FDA documentation. Own-tissue procedures raise different questions. The state’s rules also do not make a product FDA approved. The Office of the Professions is where to check a physician’s license.
FDA and Results
FDA’s consumer notice says regenerative therapies have not been approved for any orthopedic condition. Its guidance treats marrow intended for another use as regulated and PRP as a blood product. In a randomized trial of 480 knee patients (440 analyzed), marrow, fat and cord tissue cells were no better than cortisone at a year, and the American College of Rheumatology’s 2026 recommendations strongly recommend against stem cell and PRP injections in the knee and hip.
All of this reflects each clinic’s own website in November 2026; call first, since details change. We do not endorse or rank these practices, and this page cannot replace your own doctor’s advice. FDA has received reports of blindness, tumors and infections from unapproved regenerative products.
