Stem Cell Therapy and Regenerative Medicine Clinics in San Antonio, TX

Texas’s Review Board Requirement

Under Texas Health and Safety Code chapter 1003, an investigational stem cell treatment for a severe chronic disease or terminal illness must be provided by a physician certified by an institutional review board and under its oversight, and that board keeps a record on each patient and reports each year to the Texas Medical Board. The chapter says it is not to be read as barring use of adult stem cells for their intended homologous use if they come from an FDA-registered manufacturer. So a clinic may rely on that carve-out rather than on review board oversight. Ask which one applies, and get the answer in writing. FDA says a registration does not mean a product is legally marketed.

FDA and Cord Products

FDA’s consumer notice lists umbilical cord blood, amniotic fluid and Wharton’s jelly as unapproved products, and says regenerative therapies have not been approved for any orthopedic condition. Products regulated as biologics need an approved license for lawful marketing, and we do not classify any specific product here. PRP is treated as a blood product.

Evidence and Next Step

A 2023 trial randomized 480 knee osteoarthritis patients (440 analyzed) to marrow, fat, umbilical cord tissue cells or cortisone, and no cell product did better at one year. The American College of Rheumatology’s 2026 update strongly recommends against stem cell and PRP injections in the knee and hip.
